Linda L. Oliver

Linda Oliver serves as Hogan & Hartson’s Associate Development Partner. She is responsible for supervising implementation of the firm’s individualized associate professional development program across all of the firm’s practice areas and offices worldwide.

Previously, Linda was a partner in the communications practice group, where her practice emphasized telecommunications industry regulation. Linda has particular experience with respect to the policy issues created by the convergence of telecommunications, cable television, and the Internet. Linda has extensive experience as an advocate in federal and state regulatory proceedings, in particular those involving local telephone competition. She represented telecommunications companies, industry associations, and coalitions before the U.S. Federal Communications Commission (FCC), the U.S. Department of Justice, and state public utility commissions. She has also represented large telecommunications companies in securing federal approval for mergers and acquisitions.

Linda joined Hogan & Hartson after a long career with the FCC, where she served as legal advisor to Commissioner Ervin S. Duggan. She provided legal and policy advice to the commissioner on common carrier, mobile, international, and cable television matters, and played a leading role in the development of the nation's telecommunications policy. Prior to joining the commissioner's staff, Linda was a senior trial attorney in the Litigation Division of the Office of General Counsel at the FCC, focusing on advocacy in federal courts of appeal.
